Why this exists and who needs it
Florida will not register a vehicle that has come from another state until someone authorised has physically inspected the vehicle identification number and certified it on form HSMV 82042. That authorised person can be a Florida notary public, a licensed dealer, a police officer or a DMV compliance examiner.
For a person who has just moved to Fort Myers with a car on out-of-state plates, the notary route is nearly always the fastest — we come to your driveway rather than you queueing at a tax collector office.

The odometer part matters more than people expect
Federal and Florida law both require an odometer disclosure on transfer for most vehicles under twenty years old, and getting it wrong is not a paperwork nuisance — a false odometer statement is fraud.
On a private sale, buyer and seller both sign, and the mileage stated has to be the actual reading, with the correct box ticked if it has rolled over or is known to be inaccurate. We check that box is ticked correctly before we seal, because correcting a title afterwards is a genuinely painful process.
What to have ready
The vehicle itself, physically present — this cannot be done from a photo of the VIN, and a notary who offers to is committing an offence. The current out-of-state title or registration. Your photo ID. Proof of Florida insurance if you are going straight on to registration.
We will check the VIN on the dash plate against the door jamb sticker and against the title. Where those three disagree, which happens on rebuilt and imported vehicles, we will tell you before you get to the tax collector rather than after.

Questions
About vin verification & vehicle documents
Can a notary do a Florida VIN verification?
Yes. Form HSMV 82042 expressly permits a Florida notary public to perform the physical VIN inspection and certify it, alongside dealers, law enforcement and DMV examiners. For most private owners the notary route is the fastest.
Can you do it from photos I send you?
No. The inspection is a physical inspection — that is the whole legal function of the form. Any notary willing to certify a VIN they have not personally seen is committing notarial misconduct, and the certification is worthless.
The car is not driveable. Can you still do it?
Yes. That is a good reason to use a mobile notary. We come to wherever the vehicle is sitting — a driveway, a storage lot, a repair shop.
Do you handle the tax collector filing too?
No. We complete and notarise the verification; you or your title agent file it. We will tell you what else the tax collector will ask for so you only make the trip once.
